The setting carried its own significance after Trump’s plans for the anniversary had already drawn attention because he would not be joining other living presidents at Ground Zero.
Then, as the Pentagon ceremony unfolded, cameras captured a striking moment in Trump’s chair — and its timing made the footage even more notable.

Trump Marked 9/11 at the Pentagon

Images from the event showed the president looking on during the observance in Arlington, Virginia. His presence at the Pentagon followed weeks of attention over his decision to commemorate the anniversary there rather than at Ground Zero in New York City.
The Pentagon was one of the sites attacked on September 11, 2001, when American Airlines Flight 77 crashed into the building. In the days before the anniversary, Trump’s expected absence from Manhattan had become a story of its own.
Former Presidents Bill Clinton, George W. Bush, Barack Obama, and Joe Biden had all been expected at the Ground Zero ceremony. Hillary Clinton and Laura Bush were also among the anticipated guests, along with former New York City Mayor Rudolph Giuliani.
Biden’s planned attendance had been confirmed on September 2. Trump, meanwhile, was the only living president not expected at the Manhattan observance.
The distinction attracted additional attention because Trump was born in New York City and has spoken about September 11 many times, including during his 2016 presidential campaign.
His team had conducted advance visits at the Memorial, and officials in New York and Washington initially received indications that he intended to attend. However, the plan reportedly changed amid discussions about whether Trump would speak.
Ground Zero Has a Long-Standing Rule
The ceremony at the National September 11 Memorial has long been structured around the victims and their families rather than political speeches.
Relatives traditionally read the names of the 2,983 men, women, and children killed in the September 11 attacks and the February 26, 1993, bombing of the World Trade Center.
According to the 9/11 Memorial & Museum, the 25th anniversary program also included six moments of silence corresponding with key moments from the attacks.
Those included the times the World Trade Center towers were struck and fell, the attack on the Pentagon, and the crash of United Airlines Flight 93 in Pennsylvania.
A seventh silence was dedicated to people who later died from 9/11-related illnesses. One of the most important traditions at Ground Zero concerns elected officials: They do not give speeches during the ceremony.
Political leaders once participated by reading poems and historical documents, including the Gettysburg Address. Since 2012, however, the National September 11 Memorial & Museum has kept politicians from addressing the gathering.
Instead, political leaders from different parties attend while relatives of the victims read the names of those who died. That tradition became particularly relevant to Trump’s plans.
Four people familiar with the discussions told The New York Times that Trump did not plan to attend the Manhattan event, with his desire to speak contributing to the decision.
Cameras Captured Trump in His Chair
Video footage from the Pentagon ceremony showed the 80-year-old president slouched in his chair with his eyes closed and his head drooping for extended periods.
His lip also appeared to droop as he sat during the observance. The footage gave the appearance that Trump was dozing off repeatedly. The timing was especially striking. The moments occurred while the names of 9/11 victims were being read aloud.
The footage does not, by itself, establish Trump’s physical condition or provide a medical explanation for what cameras recorded. However, viewers quickly offered their own interpretations online.
One X user described the scene as “Trump falling asleep at the Pentagon during the reading of the 9/11 victims” before raising concerns about the president’s health.
“There is something seriously wrong with him, and it needs to be revealed,” the user wrote. “If he’s too ill to continue as president, we need to take appropriate action to remove him. He’s a liability to our nation.”
Another X user also interpreted the footage as a health concern, writing, “he is sick and needs to go home and rest, sadly his admin have no idea what they are doing.”
But not everyone who saw Trump’s expression interpreted the images in the same way. A third commenter connected what was visible on Trump’s face to the weight of the anniversary.
“Interesting that you can actually see the pain in his face. From remembering this day, that changed Americans forever…” the person wrote.
None of those comments constitutes medical evidence, and the supplied sources do not establish why Trump’s eyes were closed or his head was drooping.
What the footage does show is the president sitting with his eyes closed and his head lowered for extended periods during one of the day’s most solemn proceedings.
His Ground Zero Absence Had Already Drawn Reactions
Even before the Pentagon footage emerged, Trump’s decision not to attend Ground Zero had prompted pointed reactions online. The responses focused largely on his New York roots and reports surrounding his interest in speaking at the ceremony.
